Parliament debates issue of electing a candidate for judge of Civil Chamber of Court of Cassation

The Supreme Judicial Council has nominated Anahit Tumanyan, Gayane Mazmanyan and Sergey Meghryan for the vacant position of the judge of the Civil Chamber of the Court of Cassation. The issue was debated in accordance with Article 135 of the Law on Rules of Procedure of the National Assembly.

The biographical and professional data, skills and experience of Anahit Tumanyan, Gayane Mazmanyan and Sergey Meghryan were presented by the Acting Chairman of the Supreme Judicial Council Vigen Kocharyan, after which the candidates detailed their vision of solving the problems of the judicial power.

According to Anahit Tumanyan, the Court of Cassation, as the highest echelon of the judicial system, has a lot to do in terms of giving direction to the implemented judicial policy, bringing it in line with the modern developments of procedural law. According to the candidate, the Court of Cassation should not only create precedents, but exclude the existence of contradictory precedents and be consistent in the correct and uniform application of those precedents by lower courts, which, according to her, is possible by clarifying the procedure for accepting cassation appeals. She touched upon the problem of the court overloading.

Gayane Mazmanyan assured that she is ready to contribute to ensuring the uniform application of laws in civil cases. She emphasized the role of women in the justice system, mentioned that now only men work in the Chamber, and the election of a female candidate will be in the interests of justice.

According to Sergey Meghryan, the system of administrative bodies of the judiciary should be reviewed, introducing a toolkit that ensures their accountability and transparency of activity and ruling out the concentration of powers in one body. He assured that he will invest his experience and knowledge in improving the system.
